    Background to Bachelor of Adult and Community Education 

    The idea of starting a Bachelor of Adult and Community Education (BACE) was operationalised in 2002 at the Faculty of Special Needs and Rehabilitation (former Uganda National Institute of Special Education). This was in fulfillment of the United Nations Universal Declaration of Human Rights (1951) which states that education is one of the basic Human Rights. It (the declaration) observes that it is the obligation and responsibility of society to make accessible relevant education to all its citizens regardless of age. For a long time adult education has been a tool for community awareness and mobilization for common social and economic developmental purposes worldwide especially in developing countries. In Uganda, for instance, Community Centres were built in many parts of the country for enhancement of adult education provision. Additionally, many adults are engaged in learning activities aimed at improving their knowledge and skills so as to function effectively in their environment. While many people are involved in adult education programs, there are however few professional adult educators in the country. BACE therefore offers specialized course contents aimed at meeting the professional needs of graduates who then work as agents of change in their communities and the world of work.

    The Bachelor of Adult and Community Education is skills oriented, highly practical and prepares professionals to work with various groups and organisations in communities. Skills acquired after the training include:

    • Community resources mobilization
    • Environment management
    • Community health education and management
    • Human relations and management of organizations
    • Project planning and management
    • Entrepreneurship skills development
    • Guidance and counseling
    • Proficiency in Braille and Sign language to communicate with persons with disabilities in communities
    • Training of trainers for functional adult literacy, non formal education and community development
    • Research skills
    • Curriculum development skills for non formal education
    • Management of micro finance projects.

    Graduates of Bachelor of Adult and Community Education work at National (public service; at ministry divisions or sections), District and Sub county levels as:

    • Community development workers
    • Project managers and coordinators
    • Social workers in areas of poverty alleviation programs, disability, HIV/AIDS and public health education, child protection and advocacy, environment protection, crisis management, refugee management and gender focal persons
    • District Rehabilitation Officers
    • Counselors
    • Trainers in organizations and communities
    • Entrepreneurs
    • Extension Workers in financial institutions

    Target groups

    The target groups to enroll for BACE program include:

    • Direct entrants Uganda Advanced Certificate of Education (UACE) graduates
    • Teachers in secondary and primary schools
    • Special Needs Education teachers with Diplomas in education
    • Social workers and extension field workers holding diploma qualifications from recognized institutions.
