In accordance with Section 31 (4) of the Universities and Other Tertiary Institutions Act, 2001, Prof. Katunguka – Rwakishaya was re-appointed as the Vice Chancellor of Kyambogo University by the Chancellor Kyambogo University on the recommendation of the University Council. This will be his second and final term of office. He will be responsible to the University Council for the Academic, Administrative and Financial affairs of the University.
The chancellor of Kyambogo University Prof. John Okedi installed Prof. Eli Katunguka – Rwakishaya as the vice-chancellor of Kyambogo University to serve the 2nd term in the same capacity by adorning him with the ceremonial robe and handing over the instruments of power. The ceremony took place on Friday 1st July 2022 at East End Grounds of the University.
The Chancellor Prof. John Okedi tasked Prof. Katunguka to utilize his research expertise to push higher the university in research both Nationally and Internationally.

The Guest of Honor, the Minister of Education and Sports Hon. Janet Kataha Museveni who was represented by Dr. Jane Egau, the Director of Higher Education at the Ministry of Education and Sports urged the University management to commercialize their innovations in order to be useful to the community the University serves.
In his inaugural speech, the newly installed Vice Chancellor Prof. Katunguka, highlighted determinations in his new journey. He said that he intends to focus on improving physical infrastructure on campus by constructing modern lecture rooms and computer labs for ICT. He also intends to focus more on increasing the university income through its assets, and incorporating more ICT into the operations of the University.

Who is Prof. Eli Katunguka?
Prof. Katunguka-Rwakishaya is a Professor of veterinary medicine, an academic and research administrator with a wide experience in academic leadership and Research Management. At Makerere university, he was head of department of Veterinary Medicine (1984-1988), Deputy Dean, Faculty of Veterinary Medicine (1992-1995), Dean, Faculty of Veterinary Medicine (1996-2004), Director of Research and Graduate Training (2004-2013)
Prof. Katunguka-Rwakishaya is a distinguished leader in research and Research Management. As Director of Research and Graduate Training at Makerere University, He attracted large Research Grants and Project funds from Development partners to support research at Makerere University. Notable partners were Swedish International Development Agency, Carnegie Corporation of New York, European Union, Wellcome Trust, DANIDA, Irish government, Norwegian government, DFID/Association of Commonwealth Universities and more. As a result of his experience and performance, Makerere University is a leading research University in Africa and Internationally.
He also served as the Chairman of Eastern African Research and Innovations Management Association (EARIMA) for many years and Founder of Uganda Research and Innovations Management Association (URIMA), Executive Director of Africa Foundation for Research and Innovations Capacity Development (AFRICaD), Executive member of the International Accreditation Council of the Southern African Research and Innovation Management Association, chairperson of the Steering Committee of SIDA Research Capacity Building Programme to Makerere University and Other Public Universities in Uganda.
Prof. Katunguka-Rwakishaya has published eight books, six chapters in books, 65 papers in peer reviewed journals, over 70 conference proceedings and he has participated in more than 140 international and national conferences and workshops where he has presented papers or participated as a key organizer.
Prof. Katunguka-Rwakishaya is a member of many national and international organizations notably World Aquatic Animal Health Standards Commission, Society for Research Administration International, Uganda National Examinations Board, Inter University Council for East Africa, National Council for Higher Education and Uganda National Academy of Sciences.
In 2014, Prof. Katunguka-Rwakishaya joined Kyambogo University as the First Deputy Vice Chancellor, Academic Affairs.In the same year he acted as Vice Chancellor, Kyambogo University for the period (2014-2017). In May 2017, he was appointed as a substantive Vice Chancellor, a position he has served to date.
During his first term in office, as a renowned leader in higher education management, Prof. Katunguka-Rwakishaya played a leading role in creating a peaceful and harmonious environment that led to uninterrupted activities at the University. This is attributed to his leadership skills that encouraged dialogue and teamwork between University Management, Staff and Students’ Associations. Other key achievements included; increased number of undergraduate and graduate programmes, increased budget to support research and knowledge generation through Competitive Research and Grant Scheme, enhancement of ICT capacity and innovations and establishment of Bushenyi and Soroti Learning Centers among others.
Prof. Katunguka-Rwakishaya is married to Lady Justice Ketrah Kitariisibwa Katunguka and they are blessed with 4 children.
