Responsibilities/ToR:

  • Initiate the Academic Policy of the University and advise the University Council on the required facilities to implement the policy.
  • Direct and regulate the instruction programme and the structure of any degree, diploma or certificate courses within the University.
  • Advise the University Council regarding the eligibility and qualifications of persons for admission to courses leading to the award of degree, diploma, certificate or other award for the University.
  • Make regulations regarding the content and academic standard or any course of study in respect of a degree, diploma, or certificate or other awards.
  • Make regulations regarding the standard of proficiency to be attained in each examination for a degree, diploma, certificate or other award by the University.
  • Decide which persons have reached the standard of proficiency and are fir for the award of any degree, diploma, certificate or other awards of the University.
  • Advise the University Council on the promotion, coordination, control and general direction of research in the University.
  • Consider and report to the University Council on any matter relating to, or in connection with the academic work of the University.

Boards & Committees

Terms of Reference:   

  • To recommend admission guidelines/criteria to be approved by Senate.
  • To recommend the intake capacities per programme for consideration of Senate and subsequent approval of Council.
  • To initiate and recommend policies regarding admission of special categories of candidates (disability, gender, sports, biological scheme and regional balance) for consideration by Senate and approval of Council.
  • To select and recommend qualifying candidates to the various undergraduate programmes offered in the University.
  • To allocate subject combinations where applicable to candidates admitted to the Faculties/Schools.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To receive from the Academic Registrar and approve the Examination Time Tables.
  • To initiate, review and recommend to the Senate, examination regulations for consideration and approval by the Council.
  • To monitor the implementation of and adherence to, the examinations regulations.
  • To receive, consider and recommend to Senate-identified external examiners for undergraduate for appointment.
  • To analyse consolidated internal and external examination reports from the Academic Registrar and Report to the Senate.
  • To receive and consider examination irregularities (Malpractice, leakage etc) and forward with recommendations all those that warrant disciplinary action to the Senate.
  • To carry out any other duty as may be assigned by the Senate.

Terms of Reference:

  • To receive and consider examination results from Humanities based Faculties/Schools/Institutes /other Tertiary Institutions.
  • To recommend examination results to Senate for approval.
  • To receive and consider Internal and External Examiners Reports from the Academic Registrar
  • To consider cases for discontinuation, deregistration, suspension and retakes and recommend them to Senate for appropriate action.
  • To bring to the knowledge of Senate any matters affecting the academic performance of Students and Staff for appropriate action.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To receive and consider examination results from the Science based Faculties/Schools/Institutes /other Tertiary Institutions.
  • To recommend examination results to Senate for approval.
  • To receive and consider Internal and External Examiners Reports from the Academic Registrar.
  • To consider cases for discontinuation, deregistration, suspension and retakes and recommend them to Senate for appropriate action.
  • To bring to the knowledge of Senate any matter affecting students’ performance for appropriate action.
  • To carry out any other duty as may be assigned by Senate

Terms of Reference:

  • To receive and consider a training needs programmes from Faculty/School and Administrative Units
  • To develop a staff Development based on the need of each faculty/School/Administrative Unit
  • To advise on staff development
  • To initiate and recommend a staff development policy.
  • To review the staff development policy and recommend to Senate for action
  • To receive and consider progress reports from Faculty/School / Administrative Units on Staff Development.
  • To receive and consider applications from Faculty/School/ Administrative Units.
  • To Develop Regulations and Guidelines for Staff Development
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To develop/review graduate guidelines and regulations for Graduate programmes.
  • To determine the intake capacities for all the Graduate Programmes for consideration by Senate.
  • To receive, consider and recommend to Senate, proposed new and reviewed graduate academic programmes.
  • To consider and make recommendations to Senate on Graduate Examination results.
  • To consider and make recommendations to Senate on research supervision and examination of graduate students.
  • To spearhead the establishment of a Graduate think tank and graduate research agenda.
  • To initiate and promote strategic partnerships and alliances with other Universities and agencies.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To review and promote adherence to the research and publications policy and guidelines.
  • To solicit funds for Research and Publications
  • To ensure that funds sourced from outside by members of staff are declared to the University and that the members of staff give the Committee a report on the research or publication that has been completed
  • To manage funds for research, publications, conferences and public lectures.
  • To consider and recommend disbursement set guidelines for disbursement of funds for Research and Publications.
  • To develop, review and promote the University research agenda.
  • To receive and consider research proposals.
  • To recommend registration of research proposals to the Uganda National Council for Science and Technology.
  • To prepare and submit to Senate bi- annual reports on research and publications including performance of funds.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To initiate and direct the ITCSP Policy
  • To foster Public Private Partnerships in the placement and training students on ITCSP.
  • To guide Faculties/Schools to initiate Memorandum of Understanding (MoU) for Students’ placement.
  • To receive and consider budgets for ITCSP activities from Faculty/School and submit to Senate.
  • To ensure that the ITCSP Committee at each Faculty/School is established and operational.
  • To vet and recommend to Senate supervisors from Faculties/Schools for the ITCSP activities.
  • To set and recommend minimum standards for assessing ITCSP Activities
  • To receive and consider reports on ITCSP Supervision and External Examination from Faculty/School ITCSP Committee and recommend to Senate.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To ensure the implementation and promote the Quality Assurance Policy from the University Council to Sections and Units in the University.
  • To monitor and co-ordinate standards of practice to enhance the quality of practice in the University.
  • To receive, consider and recommend to Senate guidelines for evaluation of Academic and Administrative programmes, processes and procedures.  
  • To maintain continuing improvements to promote standards in the University.
  • To develop Quality Assurance practices, guidelines and advisory statements.
  • To receive reports for approval, monitor and evaluate the standards and quality of academic programmes.
  • To carry out any other duty assigned by Senate.

Terms of Reference:     

  • To receive, consider harmonise and recommend to Senate, submissions and proposals for new and reviewed undergraduate academic programmes
  • To receive, consider and timetable academic programs per semester
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:     

  • To consider the information needs and service requirements of the University and make recommendations to Senate.
  • To contribute to the development and review of policies relevant to the University Library and Information services to ensure the best possible support is provided.
  • To receive, consider and review plans and budgets of the Library and Information Services in line with the University’s priorities.
  • To ensure that Faculty/School Library and Information Services Committees are established and operational.
  • To carry out any other duty as may be assigned by the Senate. 

Terms of Reference:

  • To plan and prepare for the official University Academic functions.
  • To work out and present budgets for University Academic functions to Senate for approval.
  • To review and approve the Guest lists
  • To hold evaluation meetings and make reports to Senate.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To receive and consider applications for affiliation
  • To conduct on-site visits to assess the suitability of Institutions intending to affiliate to the University and report to and advise Senate.
  • To monitor the implementation of the University Academic Programmes in the Affiliated Institutions.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:                     

  • To receive, consider and review Grade III, ECD and Technical programmes
  • To receive and consider PTC and ECD Examination Results
  • To discuss and recommend to Senate any matters relating to the Grade III, ECD and Technical programmes.
  • To recommend to the MoES Grade III and ECD Examination Results for release to the Public.
  • To carry out any other duty as may be assigned by Senate.

Terms of Reference:

  • To develop Information Communication Technology strategies and plans that ensure the cost effective application and management of Information Communication Technology Systems and Resources throughout the University.
  • Review the current and future Technologies and identify opportunities to increase the efficiency of Information Communication Technology Resources.
  • Monitor and Evaluate Information Communication Technology projects and achievements against the University’s Strategic Plan.
  • Provide advice and recommendations to the Directorate and Management Team on significant Information Communication Technology related matters.
  • To carry out any other duty as may be assigned by Senate.
